Instructions
- Cook elbow macaroni according to package instructions. Drain and rinse under cold water; set aside to cool.
- In a large mixing bowl, whisk together mayonnaise, Dijon mustard, apple cider vinegar, sugar, salt, black pepper, garlic powder, and onion powder until smooth.
- Add cooled macaroni to the dressing and stir until evenly coated.
- Fold in red bell pepper and celery until well mixed.
- Taste and adjust seasoning as needed; chill for at least 2 hours before serving.
